When I beta tested Vista, I thought it was nice but it was pretty obvious then that you needed better hardware. I sent feedback to MS (feeling important ko, as if they would listen) that they should stop 32 bit development on Vista and leave that to XP and concentrate on 64 bit because it made no sense to promote a bloated 32 bit product.
7 on the other hand, I had an opportunity to install on low end Atom nettops that I then tried to make crash with lots of multitasking (not very scientific attempts). Trust me, 7 is lean and mean and I didn't feel like it was slower than XP even on an Atom system, and that was 7 ULTIMATE, with all the bells and whistles!
Clean install took only 8GB and a little less than an hour, compared to Vista's approx 30GB and XP's several hours installation. The only reasons you won't upgrade are:
You have a really, really old system (designed for Win `98 pa tingali, some people are trying to install 7 on the oldest possible systems, mora'g contest).
You have an old netbook with a solid state drive that does not have enough space for 7.
Cost. You spent a lot on XP and/or Vista or it came pre-installed on your computer. You don't really want to spend another USD 100.00, do you? Better to buy Office instead.
Your video can't handle Aero (7 is UUUGLLY without the eye candy).
If I can't afford it, I'm moving to Linux! =D
