    that is correct, the Summit has been a success but we also have to wait a bit of some time for its goals to be achieved.. on our part, we just have to see what the government and Pres. Arroyo would have to do to realize its aims. Surely she will anyway have a social payback because of the success of the conference, most probably focused on education, labor and the fight against terrorism..

    Had a fire broken out at the Cebu International Convention Center (CICC) during the 12th Association of Southeast Asian Nations (ASEAN) Summit, the building’s sprinklers would not have responded.

    Fire safety inspectors inspected the P515-million CICC on Tuesday and confirmed earlier reports that the building’s sprinkler system was not working.

    Mandaue City Fire Marshal Oscar Mayol said the CICC would not be issued a fire safety certificate until the contractor, WT Construction, gets the sprinkler system working.

    “Other than that, the building is completely safe,” said Mayol after leading the inspection on Tuesday.

    Fire inspectors noted that the sprinkler system's piping runs all over the building, but does not work.

    Mayol said last week that under the law, the Office of the Building Official (OBO) could not issue an occupancy permit for any new building unless the fire department ascertains the building’s compliance with the Fire Code, such as the number of fire exits, availability of water sprinklers and fire extinguishers, and fire alarms, by issuing a fire safety certificate.

    An occupancy permit, however, was issued to the CICC last Jan. 11 by the Mandaue City government’s OBO, the same day media reports came out that the convention center had no fire safety certificate.

    The occupancy permit was signed by City Engineer Hidelisa Latonio.

    Mandaue City Councilor Wenceslao Gakit earlier said the application for an occupancy permit should come from the building’s contractor, not the building’s owners, since the certificate of occupancy relieves the contractor of responsibility.

    The certificate of occupancy bore the name of Cebu Governor Gwendolyn Garcia and the Cebu Provincial government as the applicants, not WT Construction.

    Mandaue City fire officials said they did not know how the CICC got an occupancy permit without a fire safety certificate.

    Reporters also noted a white liquid eraser mark on the occupancy permit's date of issuance.

    ‘CICC’s sprinklers work; inspection wasn’t thorough’

    CAPITOL officials yesterday said fire inspectors from Mandaue City did not properly test the sprinkler system of the Cebu International Convention Center (CICC).

    Architect Manuel Guanzon, designer of the CICC, said the inspection team, led by Mandaue City Fire Marshal Oscar Mayol, only looked at the sprinkler system during the Tuesday inspection.

    “Kung gusto sila na mutrabaho na, ilang adto-on ug ilang dabdaban ug kayo (If they want to see it work, then they should go there and put a flame to it),” Guanzon said.

    Guanzon insisted that the province-owned CICC has a working sprinkler system.

    He said the sprinklers work in tandem with the building’s smoke detectors, which determine when the sprinklers activate.

    “So dili na nimo madala ug tan-awon lang, (So it doesn’t work by just looking at it),” Guanzon said.

    Guanzon said he was willing to give fire officials a test of the sprinkler system anytime to disprove the inspectors’ findings.

    The architect criticized the inspectors for not properly coordinating with the Capitol in inspecting the CICC.

    Pablo John Garcia, Capitol’s consultant on information, organization and management, also doubted the results of the inspection.

    “Mata-mata lang diay na ila? (Can you do that by just looking?)” Garcia asked.

    Last Tuesday, Mayol led inspectors around the CICC to ascertain its compliance with the Fire Code and issue it a fire safety certificate.

    After the inspection, Mayol told reporters that the CICC complied with the Fire Code, except for non-working sprinklers.

    He said the building’s contractor, WT Construction, should make the sprinklers work within 15 to 20 days or no fire safety certificate could be issued.

    The fire safety certificate is a prerequisite for the issuance of an occupancy permit.

    The CICC was issued an occupancy permit last Jan. 11, even when the CICC still had no fire safety certification.

    Mayol earlier said he did not know how the CICC was issued an occupancy permit without being inspected for compliance with the Fire Code.

    Guanzon lashed out at Cebu Daily News yesterday for being a “persistent critic” of the CICC.

    “Ngano man na inyong newspaper nga sa tanan ang inyuha ra man gyud magsige ug istrokis anang CICC? (Of all the newspapers, how come it’s only yours that keeps picking on the CICC?)” he asked.

    He said CDN still criticized the CICC even though the 12th Association of Southeast Asian Nations Summit was already over.

    The Capitol had built the CICC to be used for the summit.

    I haven't heard of any group from America be it authentic delegations or not nga nagsamok-samok sa ASEAN. It was purely between our ASEAN partners and us. Ug dunay nag samok samok, ang mga militante. Dihay intelligence personnel sa military nga gi interview sa radio... a certain Colonel pero nalimot ko sa iyang full name ug matud pa niya, ang Bayan nag sige ug panguyab sa mga barangay dinhi sa Cebu nga makakuha sila ug manpower para sa ilang disruption activities pero maayo nalang kuno kung dunay tulo ngadto sa lima ka tawo nga ilang makuha sa mga Barangay nga ilang gi target.
