Age limit for determining statutory rape is not a perfect system, but it is practical, simple, and it works. Anyway, if someone is not patient enough to wait till legal age to get it is probably also not mature enough to do so. Just my opinion though.
It'll take courage to report cases like rape, molestation and incest. The number of unreported cases is more than the reported.

reporting this kind of crime is not as easy as you think, mao gali mas daghan jud ang unreported cases. take incest for example, a victim cannot just report na-abused sya without risking the name of his/her family.
