CICC puts on a grand show
    Sun.Star - Cebu
    01/13/07

THE Cebu International Convention Center (CICC) was formally inaugurated yesterday afternoon by President Arroyo and Cebu Gov. Gwendolyn Garcia, a month after its scheduled debut got postponed by foul weather.

Two hours after, the heads of state of the Association of Southeast Asian Nations (Asean) stepped inside the P515-million facility for the first time.

Dancers, in costumes representing the 10 member-countries, welcomed the heads of state and delegates. Performers lined up along the driveway, while some were positioned on the roof, and kept dancing even when the rain started.

This time, the CICC didn’t leak.

Built in eight months using local funds, the CICC was, hands down, the most discussed public construction in Cebu last year. The Cebu Provincial Government built the structure on a 4.3-hectare property of the Mandaue City Government at the reclamation area.

President Arroyo arrived at the CICC at 4:30 p.m. and was welcomed by Garcia, the Cebu Provincial Board and officials of the Mandaue City Government.

After chatting for a few minutes during cocktails, the President inspected the ground floor lobby, where furniture by the award-winning Cebuano designer Kenneth Cobonbue were displayed.

Cobonpue and architect Manuel Guanzon, who designed the CICC, also got a chance to talk to President Arroyo before she went up to her office near the plenary hall, where she stayed for a few minutes.

She later went back to the main lobby where she welcomed former president Fidel Ramos and the Eminent Persons Group.

The heads of state started arriving around 6:30 p.m.

Ambassador Marciano Paynor Jr., head of the summit organizing committee, welcomed them at the main door and escorted them one by one to President Arroyo, who waited at the lobby.

The heads of state then proceeded to their meeting room, after shaking hands with Garcia and other local officials.

Hours before the CICC’s inauguration, the Mandaue City Fire Department confirmed it has yet to issue a fire safety inspection certificate.

But Mandaue City Fire Marshall Oscar Mayol told Sun.Star Cebu yesterday that as long the building contractor followed the specified plans that were submitted for the approval of its building permit, the facility is safe.

A joint team from the fire department and the Office of the Building Official will inspect the CICC on Tuesday yet, a day after the end of the Asean summit. (AAG)

^^^ The CICC really looks grand. Not only the venue but the preparations as well. I've seen the glimpse of the welcome of the heads of states and it was really with famous Filipino hospitality. I am sure that the participants of this event are enjoying their stay here.

Building an ASEAN community is such a welcome note to all of us. We will be able to improve our relations with the other member countries in all areas of concerns.

Japan to aid Asean in securing sea-lanes

    http://www.manilatimes.net/national/...70113top2.html
    By Ilang-Ilang D. Quijano

The government of Japan has vowed to help member-countries of the Association of Southeast Asian Nations (Asean) to secure sea-lanes against potential attacks by terrorists.

In a ministerial meeting on January 11, Japan promised to provide modern equipment, ships and training as part of its collaboration efforts with Asean in counterterrorism and maritime security.

Department of Foreign Affairs Secretary Alberto Romulo said that Asean and Japan’s agreements to expand counterterrorism and maritime security are important moves in advancing Asia’s common security agenda.

“The region’s archipelagic configuration with its much traveled seas, straits and sea- lanes expose us to numerous hazards,” he said.

Romulo also disclosed that foreign ministers of the 10-member countries of the Asean have approved the draft of the Asean Convention on Counterterrorism (ACCT).

Asean leaders will sign a landmark counterterrorism convention to make it easier to track suspects and funds, establish a regional extradition agreement and provide for the rehabilitation of convicted militants.

“Global terrorism has assumed new forms of virulence,” Romulo said. “We will make sure that this community is more secure and resistant to the threat of terror.”

    Summit

The ACCT, which aims to strengthen cooperation and coordination in counterterrorism measures in the region, is set to be discussed and approved by the Asean heads of state during the ongoing summit.

The Philippines will roll out the red carpet today as presidents and prime ministers from across Southeast Asia open their rescheduled summit to tackle poverty, terrorism and trade.

Romulo told foreign ministers that a comprehensive counter¬terrorism strategy must “address root causes of terrorism” and “build bridges for understanding between religions and cultures.”

He also said that interfaith and other inter-civilizational dialogues for peace are important components of the Philippine government’s approach against the problem of terrorism.

The annual Asean summit and the wider East Asia gathering—which adds Australia, China, India, Japan, New Zealand and South Korea—run until Monday.

    Free-trade zone

Leaders will also unveil a framework for an eventual Asean charter to transform the 10-nation bloc into a European Union-style entity, and issue an ambitious pledge to create a regional free-trade zone by 2015.
The free-trade zone is intended to help the bloc face up to the growing financial clout of China and India, and allow Southeast Asian economies to be competitive in the 21st century.
