ASEAN-China deal set to open services sector

Cebu City — Members of the Association of Southeast Asian Nations (ASEAN) and economic powerhouse China are set to open up each other’s services sectors as part of an effort to establish a free trade bloc, with an agreement scheduled to be signed upon the arrival of Chinese Premier Wen Jiabao on Saturday.

ASEAN economic ministers also said free trade talks with South Korea are on track and could be finished by November, but said differences between Seoul and Bangkok still have to be ironed out. Thailand wants rice included in tariff cuts, being a major producer of the Asian staple.

The ASEAN-China Trade in Services Agreement is set to be signed on January 13 in the presence of 10 ASEAN leaders and Mr. Wen, Chinese embassy second secretary Ji Haojun said.

ASEAN and China signed a framework agreement on comprehensive economic cooperation in 2002 and will form a bilateral free trade area by 2010.

An agreement on merchandise trade took effect in 2006 following an "early harvest" scheme of initial tariff cuts on meat, fish, dairy products, vegetables, fruits, and nuts. The ASEAN-China pact created the world’s largest free trade area of 1.7 billion consumers, with a combined economic output of approximately $2 trillion and total trade estimated at $ 1.2 trillion.

The services agreement is one of the remaining key items to be finalized by ASEAN and China, in addition to an investments agreement.

Both sides are also expected to sign a plan of action for cooperation on information and communication technology and agriculture. ASEAN officials also agreed to create the ASEAN-China Center on the Promotion of Trade, Investment and Tourism. Foreign Affairs Secretary Alberto G. Romulo said a memorandum of understanding could be signed during the 40th ASEAN Ministerial Meeting in Manila in July.
