Well, my understanding is that the government here denotes national because it is the DOH that administers VSMMC -mora bag PGH sa Manila. CCMC is administered by a local government unit. Mao nga na-ngulepe si Tummy boy ngano nga provincianos dawaton sa CCMC. Go to vicente sotto di ba way pili ma probinsyano ka ug taga ciudad. Diha na unta toy plano sa DOH nga ilang i hand over sa capitolyo ang pag manage sa hospital pero na ciao ciao man to. Kinsa tong mas sweto dire mas maayong mopadayag aron ma klaro.

CAPITOL CAN RUN VSMMC BETTER: GOV
    Thursday, April 24, 2008
    By: Dahryl V. Tagalog

AFTER the latest controversy involving the Vicente Sotto Memorial Medical Center (VSMMC), Cebu Gov. Gwendolyn Garcia renewed the call for the Cebu Provincial Government to run not only its primary and secondary services, but tertiary services as well.

Not only is she confident that the Province of Cebu could improve the services of the regional hospital, the move is also backed by provisions in the Local Government Code.

“If the Province will handle this, at least our constituents will be given better treatment because I will see to it that they will be treated humanely,” she said.

The VSMMC figured in an ongoing discussion after a video of doctors, nurses and interns laughing at a gay patient during surgery was made public through the internet. Several sectors lambasted the hospital for the unethical behavior and inhumane treatment of the patient.

Gov. Garcia disclosed that patients from the province also undergo the same rude treatment from VSMMC personnel.

She also recalled the Commission on Audit (COA) report that pointed out multi-million worth of illegal transactions in the hospital.

During her first term, she already moved to take over the operations of the VSMMC’s primary and secondary services but this was met with fierce opposition from the hospital personnel, who held protest actions.

Because of the objections, the Department of Health (DOH) took back its offer to let go of some services, despite President Arroyo’s announcement to devolve the hospital services to the province. (It was Health Secretary Francisco Duque who initially requested the Capitol to take over primary and secondary services.)

Gov. Garcia believes that the illegal “businesses” of some doctors and other personnel at the hospital will be stopped once the Capitol takes over, thus the objections.

The Capitol received specific complaints involving laboratory services recommended by doctors, and the supposed connivance of hospital doctors by pharmacies nearby.

She also stressed that employees, who do not want to be under the Capitol and would rather continue their employment with the National Government, can do so.

“If they don’t want us, then I don’t want them either,” Gov. Garcia said.

The Integrated Provincial Health Office and the Provincial Social Welfare Office received several complaints against doctors and nurses of the hospital. The Capitol officials even have the names of the erring doctors.

Her move to take over some VSMMC services earlier got the support of other governors, the most vocal of whom was Negros Oriental Gov. Emilio Macias III, who also complained of the services at the VSMMC.

As a regional hospital, the VSMMC is supposed to cater to patients from all over Central Visayas.

Gov. Garcia stressed that a radical change should be implemented at the VSMMC, especially on the attitude of its personnel.

However, the governors still have to discuss further the effort to assume responsibility over the hospital’s services.

Gov. Garcia said that other governors in the region already agreed that VSMMC, as a regional hospital, should be managed by the governor concerned.

In the meantime, the Cebu Provincial Government has encouraged local government units to put up birthing centers in their areas. This would help decongest the VSMMC.

Efforts are also being done to upgrade several district hospitals. The district hospital in Carcar will soon operate as a provincial hospital, while the Balamban District Hospital is now a provincial hospital.

Rep. Benhur Salimbangon also assured to help increase the capabilities of the district hospital in Bogo.
