    IMHO, you should accept the consequences of your decision to push through with your vacation despite the fact that the classes resume already. Instead of blaming other people for your own fault, when in fact you already knew very well that there can be no valid reason with your vacation, be responsible for your own actions.

    The postponement is not an easy decision, especially for the organizers of the event. As of now, the summit is already rescheduled with the assurance that all the leaders will be attending the summit. If you have just made the right decisions, then you might not get a 4.0 as a grade.

    The summit was postponed because of the typhoon. Considering the devastation brought about by Seniang in many areas of the Visayas, it was better not to take the risk of holding the summit. It was a judgment call by the organizers. At least it has given more time for the Cebuanos to prepare for the summit.

    The National Disaster Coordinating Council (NDCC) on Sunday said at least two persons were killed, forced thousands of people to flee to evacuation centers, and caused power blackouts as typhoon 'Seniang' (international name Utor) hit Central Visayas provinces.

    In its latest report, the NDCC said the fatalities were from the cities of Tacloban and Roxas.

    In Tacloban City, the victim died when his house caved in due to strong winds while the other victim in Roxas City was crushed to death by a toppled tree.

    Both cities as well as Cebu and Bantayan island were left without power as electric posts fell down due to strong winds. Cellular sites and trees were also toppled, the NDCC said.

    As of 12 p.m. today, it said some 2,216 people in Eastern Samar provinces and Northern Cebu were forced to leave their homes and go to evacuation centers.

    In Boracay, typhoon Seniang also toppled electric posts and coconut trees, and damaged houses and resorts.

    Authorities said electricity has been down since 9 p.m. Saturday and most resorts, teeming with tourists for the holiday season, are powered by generators.

    Ferry boat trips between mainland Aklan and Boracay have also been suspended.

    The NDCC further said around 8,292 passengers, 80 buses, 126 trucks, 44 light vehicles, 105 small sea crafts and 260 ro-ro boats were stranded in ports of the Bicol region and throughout the three Visayan regions.

    The storm also caused power blackouts throughout Eastern Visayas, except Southern Leyte, and in the island of Bantayan in northern Cebu.

    On the other hand, the Philippine Coast Guard (PCG) reported that some 4,888 passengers and 1,020 ships were stranded at various ports in the Visayas because of the typhoon.

    Most of the stranded passengers were from Samar and Sorsogon provinces while the ships were from Samar, Cebu and Tagbilaran.

    In Manila, the PCG said two passenger ferries bound for Bacolod and Cebu were not allowed to sail due to strong winds and rains.

    As of 10 a.m. today, the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) said the eye of the typhoon was spotted at 50 kilometers east of San Jose, Occidental Mindoro with maximum winds of up to 120 kilometers per hour (kph) near the center and gustiness of up to 150 kph. It is moving west northwest at 17 kph.

    Seniang is forecast to pass close to Coron, Palawan tonight. On Monday morning, Seniang is expected to be 250 kilometers northwest of Coron and over the South China Sea by Tuesday.

    Public storm signal no. 3 remains in effect over Southern Occidental Mindoro, Southern Oriental Mindoro and the Calamian Group of Islands. These areas will experience winds ranging from 100-185 kph.

    The rest of Mindoro, Lubang Island, Romblon, Aklan, Antique and Cuyo Island are under public storm signal no. 2 and will experience winds ranging from 60-100 kph.

    Public storm signal no. 1 is raised over Masbate, Sorsogon, Albay, Burias Island, Camarines Norte, Camarines Sur, Marinduque, Batangas, Southern Quezon, Laguna, Cavite, Bataan, Iloilo, Guimaras, Capiz, Northern Palawan, and Metro Manila. Winds ranging from 30-60 kph will be felt in these areas.

    Residents in areas under public storm signals are advised to be on guard for possible flashfloods and landslides while those residing in coastal areas should seek higher grounds due to possible storm surges or big waves. (PNA)

    Instead of making ugly speculations about the postponement of the summit, government critics should be out there helping the typhoon victims.

    The government made a judgment call in postponing the summit. Just think about how Reming was expected to hit Metro Manila but suddenly changed direction. Typhoons are unpredictable. The government simply opted to err on the side of safety. Besides, the rescue, relief and rehabilitation efforts need the undivided attention of the government.

    Sakto sad, let's think about reming na sa panahon nagkalisud and ang southern Luzon one of their beloved administration congressmen, Luis Villafuerte, was very busy sponsoring, defending, and proudly urging people to have Charter Change thru Con Ass.

    ^^^No wonder PAGASA didn't advice the ASEAN summit NOC to postpone it.

    hehe...gabaan, there's no such thing in the hotels business as gigabaan.....that's the nature of the business, the inevitable happens, cancellations is just one of those. hotels have cancellation policies. hopefully some people here get it now as to how demand and supply works and off peak and peak season.

    Japan prime minister to attend January summit

    MORE countries confirmed their attendance in the rescheduled summit of Southeast Asian and East Asian leaders in January next year.

    Japan's Prime Minister Shinzo Abe will be coming to Cebu after a tour of Britain, France, Germany and Belgium, Tokyo announced Monday.

    Abe will head to Europe from Jan. 9 to 13 for talks on strengthening bilateral relations and on cooperation over international issues such as North Korea, chief government spokesman Yasuhisa Shiozaki said.

    After the lightning European tour, Abe will head directly to the Philippines from Jan. 14 to 15 to attend the East Asia summit, which was cancelled this month because of typhoon Seniang.

    Speculations were rife that terrorist threats and a brewing political storm were the reason for the postponement and not the bad weather.

    News reports had previously said Abe may find it difficult to attend the rescheduled East Asia summit due to the tour of Europe and parliamentary sessions.

    The twin summits were set last Dec. 10 to 14, but were moved to Jan. 8 to 13 or Jan. 10 to 15, whichever dates will fit the leaders' schedule.

    Abe, who took office in late September, is expected to use the meeting in the Philippines to try to further repair ties with China and South Korea.

    Relations were strained under Abe's predecessor Junichiro Koizumi due to his repeated visits to a controversial war shrine.

    Philippine Foreign Affairs Assistant Secretary Luis Cruz also said, quoting a report from Ambassador Susan Castrence, the country's envoy to Seoul, South Korea also confirmed its attendance.

    What remained to be determined was whether South Korea will be represented by its President Roh Moo-hyun or by Prime Minister Han Myeong-sook.

    Japan and South Korea, as well as China, India, Australia, and New Zealand are the dialogue partners of the 10-member Association of Southeast Asian Nations (Asean).

    After all the preparations for the Asean summit in Cebu, Cebuanos deserve to remain as host of the Southeast Asian and East Asian leaders, a Cebu City official said, amid speculations on the possible transfer of the summits to Manila.

    The postponement of the 12th Asean summit has already caused so much disappointment among the Cebuanos, Vice Mayor Michael Rama said, but he believes that keeping the summit in Cebu will somehow make up for it.

    "The summit has been postponed without prior notice and that has caused so much disappointed already, especially since some had to be dislocated and we had to accept the ill effects of the postponement," Rama told reporters Monday.

    Since the postponement, talks have been circulating that the summit will no longer push through or if it does, it will no longer be held in Cebu.

    "For them to entertain that idea (of a transfer) will stick to the minds of each Cebuano, how much we have been affected especially that up to today, we can't accept the reason of the postponement. Utmost unfairness has been committed to all of us," Rama said.

    He said he never accepted the organizers' reason for the postponement of the summit because Cebu City officials were not part of the decision-making, "we had to take it at face value."

    Ambassador to the Asean Marciano Paynor Jr. earlier said, though, that the local governments and foreign representatives were consulted before the postponement was announced last Dec. 8.

    He also said that its "500 percent" definite that the summits will be held in Cebu.

    Meanwhile, newly appointed Task Force Asean Chief Antonio Billones said there won't be many changes in the security preparations for the heads of state and other delegates.

    Billones replaced Deputy Director General Isidro LapeƱa, who is set to retire on Jan. 2.

    Billones held a closed-door meeting with Police Regional Office 7 Director Silverio Alarcio and other key officials in the region at the abandoned Uniwide building across the Cebu International Convention Center (CICC) Monday afternoon.

    The newly constructed CICC at the Mandaue Reclamation Area will be the main venue of the summits.

    Billones visited Cebu Monday to "familiarize" himself with the details for the security preparations.

    The job is not so new to Billones since he was already involved in the planning and preparation for the summits.

    He was among those who inspected the hotels and road network.

    Billones said that another dry run will be implemented but this will depend on the national organizing committee.

    "Planning is based on a worst-case scenario. That's our approach to security preparation," he said
