Read good books. Make a habit of consulting a good dictionary (Merriam-Webster, Oxford, Cambridge). Practice the language. But I think being fluent in the native language is very important too.

not only books but u need to hear how they are spoken. Watch American movies.
- Watching movies, I would discourage those with subtitles. With it, you would hone your listening skills, as well.
- Read, and read, and read. If there are unfamiliar words, take time to find out what it means and how to properly enunciate it.
- Practice , by using the language. If you are hesitant to speak in English, try to think in English.
