    Capitol road open to motorists Monday 10/21/2011




    Starting Monday, the Capitol compound road will be accessible for vehicles plying Escario Street en route to Guadalupe area.

    The opening is expected to ease congestion along M. Velez and G. Garcia Streets brought about by a road-widening project.

    Cebu Gov. Gwendolyn Garcia and City Traffic Operations Management (Citom) executive director Jack Jakosalem sealed an agreement yesterday with engineer Nicomedes Leonor Jr., the city's district engineer of the Department of Public Works and Highways (DPWH).

    The opening of the Capitol compound road from Escario Street leading to the road between the Legislative Building and the Palace of Justice will run from Oct. 24 to Dec. 15 to coincide with the DPWH road-widening construction. The roads may only be used between 7 a.m. to 7 p.m.

    Some of the passenger utility jeepneys (PUJs) would have to be rerouted too, said Jakosalem, while Governor Garcia emphasized no loading and unloading within the Capitol compound for public transportation.

    “Even Capitol employees cannot (disembark) from PUJs ... they will have to go to their usual stops,” said Garcia.

    Jakosalem said Citom would deploy at least six traffic enforcers within the Capitol compound. The security personnel from the compound will also be assisting the traffic enforcers. Citom will also be mounting directional signages inside the compound.

    Leonor is confident that they will be able to finish widening a substantial portion of the road adjacent to the Capitol compound before Dec. 15. The project, he said, had long been delayed because of the informal settlers and road right-of-way issues.

    He estimated at least 75 structures that would be affected by the road-widening project. He said 27 of them had already accepted the P17,100 payment for the voluntary removal of their structures.

    The rest of the settlers had also signified their intentions to get the payment as well, said Leonor.

    To do away with the tedious government process, Leonor said that the private contractor hired by the DPWH for the project volunteered to pay the needed amount for reimbursement later.

    Once finished, motorists will find a wider road with the mahogany trees currently at the sides becoming part of the road's island.

    Provincial Board Member Peter John Calderon, who stood as witness to the signing, said there is no need for an authorization from the PB because this agreement was not permanent.

    ‘Urban poor office needs 40 workers to update records’ 10/21/2011




    THE head of the Department for the Welfare of the Urban Poor will need 40-job order workers for seven months for an allocation of close to P1 million.

    Collin Rossell, DWUP head, told the councilors during the Cebu City Council session on Wednesday that these job- order workers would revalidate and update the city's records on the implementation of its urban poor housing programs, which now benefits at least 15,000 families.

    Collin, who appeared at the session to explain his proposal, was also asked about reports of Cebu City Mayor Michael Rama using DWUP personnel for his reelection plans.

    Osmeña read to Rosell a report by Rama's consultant Leonardo Chui, which said that Chui already coordinated with Rosell on the implementation of DWUP projects that would help Rama's reelection. Chui is Rama's speech writer and political analyst.

    Rosell told the council that he could not confirm Chui's report.

    Chui's report addressed to Rama was mistakenly attached to documents that were submitted to the council to seek renewal of his consultancy contract.

    But the council refused to act on the proposed renewal of Chui's contract. Instead, they had it tabled.

    Rama laughed when sought for comment on the content of Chui's report.

    He said Rosell addressed the council's query properly.

    Rama said that he wouldn not intend to use DWUP or any other government office for his reelection.

    “Remember ni abot ko sa pagka mayor nga wala ang DWUP,” he said.

    Rama said his policy remains that City hall employees who would opt to campaign for any candidate would be asked to either take a leave of absence during the election period or resign.

    He also ordered a City Hall lawyer to investigate alleged money-making activities of some DWUP personnel.

    However, he said he does not want to spend much time in an investigation that could get in the way in the implementation of the city's housing programs.

    “I never said that I will never run after anyone (who tried to earn money from their government position), but one should not be spending much time in the investigation and disregard the implementation of our programs,” he said.

    Rama said he was also open to Rosell's proposal to make DWUP into a department so that it could get a better office space.

    Plaint filed against secretary linked to ‘secret annulment’ scam 10/21/2011




    THE National Bureau of Investigation in Central Visayas (NBI-7) filed on Wednesday a complaint against a secretary of a law firm for purportedly making a bogus court order of annulment.

    Joahanna Lariosa Padua of barangay San Isidro in Talisay City was found to be behind the “secret annulment” scam that allowed couples to secure annulment documents without having to undergo the court's scrutiny.

    NBI-7 supervising agent Rennan Augutus Oliva found sufficient evidence to file four counts of falsification of public documents against Padua before the Talisay City Prosecutors' Office.

    The issue stemmed from the complaint filed by Regional Trial Court Judge Ester Veloso of Branch 6, clerk of court Christine Doller-Poligrates and lawyer Rowell Juban—whose signatures were allegedly counterfeited by Padua.

    In her affidavit, Veloso said a certain Cheryl Valle showed to her a copy of a decision for declaration of nullity of marriage that she purportedly issued.

    “I was shocked upon perusing the decision as the signature appearing above my printed name was not mine and I was not at all familiar with the name, facts and dispositions stated therein,” the judge said.

    Veloso said the docket number of the decision has the same number with a case pending before her.

    However, the case pertains to a different case for support, not nullity of marriage.

    Valle informed the judge that she paid the respondent P60,000 to expedite the resolution of her case.

    In December 2010, Valle said an employee introduced her to Padua who was working at the law office of lawyer Crispulo Abayon in Talisay City.

    Valle said she later met Padua who promised to process her annulment within two months for P60,000.

    Valle said Padua even asked a down payment of P15,000 to begin the “secret annulment.”

    She said she was made to sign a civil case titled “Cheryl Seraspe Valle vs. Peter Anthony Sioco Barrientos.”

    An official receipt, acknowledging the payment, was given by Padua to Valle.

    The receipt has the name of lawyer Juban, one of the complainants.

    On March 25, 2011, Valle, who was in Holland that time, sent someone to pay the remaining balance to Padua who gave her the decision of her annulment and a Certificate of Finality, which was purporteldy signed by clerk of court Poligrates.

    A document from the National Statistics Office on Valle's annulment was also faked.

    Jailbreak


    AUTHORITIES are still searching for a murder suspect who escaped from the Cebu Provincial Detention and Rehabilitation Center (CPDRC) last night.

    Renante “Bolatik” de la Rosa, escaped through the provincial jail's kitchen area. Jail guards discovered he was missing during a head count shortly after 6 p.m. yesterday.

    The Cebu City Police Office Special Weapon and Tactics (SWAT) team assisted the jail guards in searching for the prisoner.

    Jail Officer Eugenio Abarca said De la Rosa was believed to have removed his orange uniform during the escape.

    Armed with a shotgun, Abarca was among those who pursued the escapee toward the shrubs near the cliff and river along the CPDRC. He was not carrying a flashlight.

    The jail guards believe De la Rosa could still be hiding near the CPDRC.

    De la Rosa, who hails from Sibonga town, was a trustee inmate at brigada 50 , a grouping system inside the CPDRC.

    SWAT joined the search at past 8 p.m. SPO2 Renante Noda said they got conflicting accounts from residents near the area.

    CPDRC acting warden Algier Comendador refused to comment on the incident while operations are still ongoing. /Edison Delos Angeles Correspondent



    Landfill closure on November?


    THE Inayawan Sanitary landfill will be closed starting Nov. 7, Cebu City Mayor Michael Rama said.

    The mayor said he met with the Cebu City Solid Waste Management Board (SWMB) at his home in barangay Basak San Nicolas yesterday to discuss preparations for the landfill closure.

    Once their plans are finalized, Rama said he would issue an order to prohibit dumping of garbage in the Inayawan landfill.

    However, the city government still could not totally close the Inayawan landfill because of the absence of a closure order from the Department of Environment and Natural Resources (DENR).

    Councilor Nida Cabrera, the city council's environment committee chairperson, said they are still preparing the landfill's closure plan, which is a prerequisite for the issuance of a closure plan.

    Rama earlier scheduled an Oct. 1 closure of the landfill and the diversion of the city's garbage into a privately owned facility in Consolacion.

    But the plans were dropped after the Asian Energy Systems Corp. said it was unable to accommodate garbage brought into their facility during the City Hall dry run.

    Cabrera said the Consolacion garbage facility was too small that it could only accommodate one garbage truck at a time.

    She said the trucks also had difficulty in maneuvering around the area during the dry run because of its loose soil.

    Roads in barangay Pit-os in Cebu City and Cabangahan in Consolacion town that lead to the facility are too narrow. /DORIS C. BONGCAC chief or reporters



    Ombud probe on gym contract


    THE Visayas Ombudsman will look into the controversial contract of the Cebu city government with Holiday Gym and Spa that allows city officials unlimited use of the fitness center at the expense of the city government.

    Assistant Ombudsman Virginia Palanca-Santiago said she docketed a complaint regarding the issue based on media reports.

    Although Rama wanted his membership with Holiday Gym and Spa withdrawn, Santiago said they will continue with their investigation.

    “If he want's to withdraw his membership, well and good,” Santiago said.

    The Cebu City Council passed a resolution that allows the release of P360,000 as payment for the one-year membership fee of the mayor, vice mayor and 18 councilors. /ADOR VINCENT S. MAYOL reporter



    Clearing garbage from roads


    The Mandaue city government will be requiring all contractors of private or government projects to clear the roads and building sites of debris and construction materials upon the completion of their projects.

    City Councilor Demetrio Cortes Jr., who authored an ordinance for this purpose, said it is the contractors' responsibility to clear the streets of debris and excess construction materials as these pose danger to those who go near the building.

    Violators of the ordinance will face a fine of P3,000 to P5,000 or an imprisonment of not less than 10 days to not more than 30 days. /Jucell Marie P. Cuyos Reporter
