I'm presently using Suse Linux 10.0 with FVWM as my desktop and develop my Java programs under Kate Editor, Na anad naman no-on ko but I need something that can really speed up development time

If you want to write Delphi programs for Linux, stick to Delphi 7, use CLX (not VCL) and install the CrossKylix add-on.
Or you can try FreePascal + Lazarus.
