Please show me any rule forum rule that states that this site is for Cebuanos ONLY. And please show me where it says in the rules that we can ONLY post in Cebuano.

And if you think not speaking Cebuano is disrespect to Cebuano culture, then you really don't know what respect is. That's being "balat-sibuyas", as is sometimes said in Tagalog.
