I do not support any politician but I think based on Magpale's allegations, it would seem that Cebu Province is "bankrupt"(I have yet to know Magpale's definition for this adjective). To determine the financial position and performance of Cebu Province, accounting wise, it is paramount that all Financial Statements (Balance Sheet, Income Statement, etc) and its supporting notes must be examined and presented to the public for transparency rather than right then and there say that the Province is "bankrupt" based on Cash flow reports. It pains me to say this but Magpale's premature allegation is so irresponsible and would seem to suggest that she does not know the basics of accounting and its GAAPs.

I say, have the damned financial statements audited- then make a conclusion before waiving a piece of paper in public claiming that the province is bankrupt.
