    it is appalling to me how Atan Guardo can be so dumb and stupid.

    it is just like asking how can New York City Mayor and Billionaire Michael Bloomberg live on a $1 annual salary.

    his accusations against tomas has no proof but his squandering of the "sports funds" is on paper.

    it is not what you know Atan, it is what you can prove. so stop whining like a snotty little street kid from private.

    ^^^ 6 million sa SALn but can afford to get expensive lifestyle and medical treatment in the US? it's not a dumb stupid question but a good and valid question actually. but Tomas explained it was Minnie who helped him financially.

    It's either you believe him hook line and sinker or not...

    don't get me wrong. Atan I believe is not stupid or dumb. He is gaining ground more than what you can imagine. More and more anti-Osmena sentiments are already floating around. even in coffee shops.

    The Cebu City Government is cash-strapped as a consequence of its pursuing the south reclamation project (now the South Road Properties or SRP). A big chunk of the city’s budget goes to amortization for its huge loan with a foreign bank such that basic services have been affected.

    Yet, Mayor Tomas Osmeña can still afford to dangle P600 million to the barangay captains of the city’s south district just to bolster his candidacy for congressman, the post that Rep. Tony Cuenco will vacate after the May 2010 polls...

    ...Osmeña is arrogant, brutally frank and sometimes tactless. He does not care who gets hurt or whether he oversteps the law, public morals or government policy. He gets what he wants. I don’t even think morality or decency is in his vocabulary.

    The city mayor speaks out even if what he says has legal implications. This is because he thinks no one will go after him. His announcement of a P600 million political budget was a jab at his opponent, Atan Guardo, who is moneyed.

    Mayor Tomas even ignored the complaints of the barangay captains in the north district for the apparent disparity in the sharing of goodies. Cheers to the city’s senior citizens for they will get P100 million from the political budget.

    Morality or decency no longer has a place in our brand of politics. Winning the elections is the sole consideration of a candidate. Hence, Osmeña will pour P600 million in the south district to ensure his victory for the congressional seat against Atan.

    While Atan has to get to the last cents in his pocket to be able to wage a decent campaign in the south district in next year’s polls, Mayor Tomas only has to spread the P600-million political budget to all the barangays in the south district.

    I wish the money will go to appropriate projects, like the repair of dilapidated roads, street lightings and cleanliness drives, and not to the wrong pockets. But voters should be aware that after the elections some campaign promises are not fulfilled.

    Let’s say that from the P600-million political budget nothing goes to the pocket of Mayor Tomas because he abhors corruption.

    But using City Hall funds to shore up his candidacy already has legal and moral implications.

    If Guardo pursues legal action against Osmeña for such brazen display of a wrongful act, the mayor will just dismiss it as a desperate move of a sure loser...

    Meeting Tomas at common circles, he doesn't have an expensive lifestyle. He just wants good food and wine with friends. He doesn't have luxurious cars or houses. If I know any better, he doesn't need financial help from Minnie either.

    The ground that Atan is gaining is only the one that he bikes or jogs on. Let's be specific, Anti-Osmena at Bo's Coffee Club in Ayala you mean? Hagbay ra na sila ga pundok-pundok diha, sukad pa na kadtong naka-daog si Tomas pag last elections. Si Alvin regular kaayo didto. This is politics, everything is about wine and coffee and visibility.

    I have nothing against Alvin but for Chrissakes, he should grow some balls and get things done. Kuwang man gud ug political will si Alvin mao na borderline pahoy. During his administration, Cebu was nothing but sedentary.

    well sorry, he may not have an expensive lifestyle to show in public but how can a SALn of 6M afford to fly "frequently" to the US to get expensive medical treatment? Wala lage luxurious house, but even a middle-class house and lot costs 4-5M. And how can a 6M Saln afford a son to study in UCLA?

    Like I said before, Tomas says he gets financial help from Minnie. You say he doesn't need help from her. Meaning, u don't believe him.

    well sorry but nowadays, more and more people don't believe him anymore. He sometimes doesn't even make sense actually. His actions and words can only create resentments, resentments, and resentments.

    Yeah, he made visible and concrete achievements than others alright, but how long has he been our mayor? Was Atan even a mayor to speak of any achievements as a mayor? Was Glenn Soco too as a Vice Guv?

    Not only at Bo's. Besides, I don't spend my time at Bo's. Not even at Coffee Dream. I'm more of a Starbucks, Coffee Bean and Figaro kinda guy.

    As for me, yes kuwang gyud gmay balls c Alvin compared to his extremely bossy and arrogant predecessor. But I don't agree sedentary ang Cebu during Alvin's time. I think he improved the cleanliness and orderliness of Cebu City to which no other mayor including Tomas has achieved.

    Personally, I don't like Alvin but as a middle-class and profession-based, upwardly mobile person, my sympathy is with him compared to the high-hat, landed and extremely bossy elites. If you still like the idea that constituents are bossed around and treated like a sa-up, please spare me...

    Cleanliness & Orderliness? When did we have a better police force? Who evicted the squatters and vendors? Who upgraded Cebu's traffic system? When did the streets have better landscaping and lesser vandalism? Please remind me...

    You could say Alvin may be a better person and a more educated professional being a lawyer but he is not a better mayor than Tomas.

    I personally, don't have problem being bossed around as long as it is for the greater good and things are done rather than be a goody-goody pahoy mayor.

    this isnt confirmed or i cant confirm the source but this is what i heard from a city hall watcher. on one occasion, ni ingon daw ang mayor nga adunay discretionary fund nga siyay magbuot kung asa igasto. ambot ug unsa ka tinuod pero kung tinuod aya-yay.

    Don't be so naive digging things like these kay dili na ni kinahanglan lugiton.
    Mayor's salary is less than 60K and city councilors has 33K a month. Why do you think they bite each other's ears to get the position?
    Govt officials like the President may have lower based salary but the honorariums, the allowances and the so called discretionary funds for each committee chair is way way beyond what you will imagine.

    I was once recruited to work in City Hall with the offer of PhP18K a month. but i commented
    "are you kidding me?" how will i support my family with that wage? the answer was straightforward ....
    Oh man, forget the salary.
