    The amended guidelines are as follows:

    Additional proposed items from the LTO Guidelines:

    *Drivers and All Passengers who fail to use seatbelt will be fined P1,500/passenger plus attending seminar for traffic and vehicle safety to be conducted by LTO.

    * For carrying more passenger other than the normal seating capacity, a penalty of P1,000/per passenger.

    * For defective accessories such as headlight, tail light, signal light, brake light, side mirror and horn a fine of P1,000 for the violators.

    * For modifying any part of the original design of a private vehicle without approval of LTO and the DTI a fine of P2,000.

    * Wearing of slippers fine of P500 for the first offense, P700 for the 2nd offense and P1,000 for the 3rd offense and revocation of driver’s license.

    * Installation of HID headlight 4300K and up color temperature a fine of P5000.

    * Installation Open free flow exhaust pipe other than the original exhaust pipe a fine of P3000.

    I went to MVIS too last week, they didnt mind my 3 pairs of HID.

    I honestly think before they make an ordinance, pass an ordinance or put it into LAW, they should look at the whole scope prior to doing it. And inform the Public as to the reasons why they are doing it prior implementation. They should inform the people that are selling these modification prior to implementation. Once people get an understanding and are informed we can take necessary changes. Although per link there are some rules I cant get over , if you have an older car with Oem no seatbelts do we have to place one? And slipper thing dont quite get that.

    Traffic officials should study these ordinances first and discuss with Motorist or some sort of body that represent the public.

    On a differnt note

    The word is simply "Equality" If we are to be strict with modifications, passenger number, garment use (ie slippers) etc, It has to be equal with all the laws in traffic (ie no parking, no stopping, no excess passengers, no smoke belching, certain PUJ w no headlights at night cant see em, etc.) People will be inclined to follow rules if NO one gets away with it.

    My 2 cents - we have a long way to go with our traffic rules let alone inforcing them.

    A friend of mine wondered if our Traffic rules were just mere Suggestions since he noticed a lot dont obey them.

    Equality, Strict implementation of all vehicles including impt people, Govt vehicles, and a lot of thought before even writing and passing of city ordinance.
