Population Control: NSSM 200 -- Exposed!
    Kissinger Report - 2004

    OVERVIEW

On December 10, 1974, the United States National Security Council promulgated National Security Study Memorandum 200
(NSSM-200), also called The Kissinger Report. This document explicitly laid out a detailed strategy by which the United
States would aggressively promote population control in developing nations in order to regulate (or have better access to)
the natural resources of these countries.

In order to protect U.S. commercial interests, NSSM-200 cited a number of factors that could interrupt the smooth flow of
materials from lesser-developed countries, LDCs as it called them, to the United States, including a large population of
anti-imperialist youth, who must, according to NSSM-200, be limited by population control. The document identified 13
nations by name that would be primary targets of U.S.-funded population control efforts.

According to NSSM-200, elements of the implementation of population control programs could include: a) the legalization
    of abortion; b) financial incentives for countries to increase their abortion, sterilization and contraception-use rates;
    c) indoctrination of children; and d) mandatory population control, and coercion of other forms, such as withholding disaster
and food aid unless an LDC implements population control programs.

NSSM-200 also specifically declared that the United States was to cover up its population control activities and avoid
charges of imperialism by inducing the United Nations and various non-governmental organizations to do its dirty work.

While the CIA and Departments of State and Defense have issued hundreds of papers on population control and national
security, the U.S. government has never renounced NSSM-200, but has only amended certain portions of its policy.
NSSM-200, therefore, remains the foundational document on population control issued by the United States government.

NSSM-200’s strategies have resulted in regional population growth rates decelerating so fast that they are already causing
severe economic and social problems in Europe, the former Soviet Union, Japan, Singapore and Hong Kong.
    Many
developing nations are now aging even more rapidly than the developed world, which foretells of even more severe
problems for their relatively underdeveloped economies.

Over the past 40 years there has been much disagreement over whether or not population control programs are necessary
for those nations with the most rapidly growing populations. There can be no disagreement now, however, except among
those organizations whose incomes depend upon such programs.

From the very beginning, the “population explosion” concept was an ideologically motivated false alarm. The resulting push
for population control in LDCs has borne absolutely no positive fruit in its decades of implementation.
    In fact, population
control ideologies and programs make it even more difficult to respond to the impending grave crisis looming in the form of
    a disastrous worldwide “population implosion.”

Therefore, on the eve of the 30th anniversary of the promulgation of NSSM-200, Human Life International calls on the
Bush administration to repudiate this document, which advocates violating the most precious freedoms and autonomy of
the individual through coercive family planning programs, and to redirect its foreign policy and funding towards family-friendly
    programs.

The citizens of the developed nations of the West treasure their right to privacy. It is hypocritical for these countries to
routinely violate the right to privacy of the citizens of LDCs by telling families how many children they should or should not
have. No nation has the right to invade the bedrooms of the citizens of another nation. NSSM-200 represents the epitome of
interference in a family’s most intimate decisions.

    KISSINGER REPORT 2004

NSSM-200 does not emphasize the rights or welfare of individuals or of nations, just the “right” of the United States to have
unfettered access to the natural resources of developing nations. The United States and the other nations of the developed
world, as well as ideologically motivated population control NGOs, should be supporting and guiding authentic economic
development that allows the people of each nation to use their resources for their own benefit, thereby leading to an
enhancement of human rights worldwide and healthier economies for all.

Employers institute family planning training program

THE Employers Confederation of the Philippines wants to help keep the population growth from rising too fast by instituting birth control and responsible parenthood training programs in private companies.

Ecop chairman Miguel Varela said the private sector has a responsibility to tackle the problem of unplanned births as it continuously hampers development and productivity in the workplace.

“The booming population will ultimately affect our own resources in the long run,” Varela said at a media briefing at Makati City yesterday.

With the problem of the growing population and with limited resources, the unemployment rate has been going up by 2.36 percent yearly.

Varela cited that if this trend continues, the country’s population could balloon to 170 million in 35 years.

Within the next five years, Ecop said the population growth rate should only be 1.8 percent.

“We have been pushing and advocating reproductive health programs and population control [since] five years ago,” he said, adding that such policies would stop the “widening gap between the rich and the poor.”

But Varela stressed that Ecop “is against anything that is abortive or what appears to be abortive.”

At present, there are a total of 22 Ecop member-companies nationwide which are subsidizing birth control programs.

As of this year, Ecop managed to tap 14 local business organizations, including several chambers of commerce, and 15 companies nationwide.

“These business organizations have a blueprint for population and development advocacy in their respective areas even as we helped them install reproductive health program in their companies,” Varela said.

The Ecop official also said that high population growth results in larger families and repeated pregnancies that lower the participation rate of women in the workforce, aggravating the poverty incidence.

“Nowadays, the workforce needs not just the protection offered by the employers but more interventions by the State is needed to ensure sustainable human development,’’ he said, as he called on lawmakers to pass pending bills on population management.

Does Population Growth Really Exacerbate Poverty?
    http://www.phnix.net/exacerbate.html

It is often alleged that high population growth and high population density result in greater consumption of
resource in a locale and as such are "contributing factors" to poverty. These factors should be reduced as
    they "exacerbate" poverty.

That is a flawed argument. Let's examine the logic.

We have to remember that ANY activity that consumes resources can be considered a "contributing
factor" that "exacerbates" poverty including such activities as manufacturing, raising livestock, and planting.
But should we now lessen such productive activity?

And if having more people "exacerbates" poverty, then aren't such things as decreased infant mortality and
longer life expectancy also "contributing factors" that "exacerbate" poverty? Should we now close hospitals
so more of these "contributing factors" can die off?

What about art and culture? These use up resources too and don't produce a whole lot of mass consumables.
Should we minimize these beneficial "contributing factors" too?

Argumentum ad absurdum. The argument of the population controllers leads to absurd conclusions.

    The Benefits of Population Growth

Although it is true that, in general, bigger populations can consume more resources than a smaller one,
people do more than merely consume. They also produce, just as manufacturing does.

In addition, high population density allows for mass markets, greater interaction, more efficient distribution
of services, and economies of scale. Growing populations can also mean growing markets and increased
innovation. It's no wonder that people are generally acknowledged as nation's most valuable resource.

If population density and population growth contribute to productivity in such important ways, why then
should these be singled out as something to be minimized while other productive "contributing factors"
    aren't?

    The Real Causes of Poverty

More important, why should the government spend millions on trying to minimize a productive "contributing
factor" when there are OTHER, greater contributing factors that are NOT PRODUCTIVE at all?

Numerous surveys, for example, have shown that the economic situation in the Philippines (and in many
other countries as well) is adversely affected by massive government graft and corruption, siphoning away
anywhere from 30-70% of tax revenues and government funds, depending on which survey you look at.
Shouldn't efforts be focused on eliminating this proven "contributing factor" instead?

Private sector greed and corruption is just as alarming, and may be just as much a cause of poverty -- or a
contributing or exacerbating factor. Do not land-grabbing, bribery, overpricing, tax evasion, oppression,
and drug trafficking contribute far more to poverty?

What about the excessive use of pork barrel funds? How much money does that take away from the
edcuation budget? Or incessant partisan politicking? How productive is that activity? Dare I mention
misplacing some of the Marcos millions, divdrsion of funds, and war? Aren't these "contributing" more to
    poverty and "exacerbating" it?

The existence of these other causes of poverty indicate that perhaps a large population doesn't really
cause poverty at all, nor contribute to poverty in a significant way.

Why then are Edcel Lagman and other legislators proposing that we waste millions of pesos on population
control programs designed to attack a factor that has NOT been proven to cause poverty in the first place?
Why don't they attack the REAL causes instead?

Sadly, there's too much foreign money coming into to fund population control than to eliminate corruption
and greed. One wonders, are these foreign interests really trying to help the Philippines, or do they have
    a different agenda?

That is the question we should all be asking.
