Simple reasoning.
An open fire. Bu-buan nimog gas/gasoline, modako ang kalayo--proof that you just poured a combustible fuel into it.
An open fire. Bu-buan nimog tubig. Unsay result? Patay ang kalayo--proof that water is NON-combustible and is NOT fuel.
And don't reason out nga "Pero the elements get separated and hydrogen and not water is being used man"...because if someone says that, then one just admitted nga it's a HYDROGEN powered vehicle (and NOT a water-powered vehicle), regardless of the source of the hydrogen (whether gikan sa tanke ng puno ug hydrogen, or electrolysis ba or unsa ba).
Again for the Nth time,
WALA'Y WATER FUELED VEHICLE because WATER CANNOT BE A FUEL, BECAUSE IT IS NOT COMBUSTIBLE. Do not be stubborn.
