When you compare her to all the governors that ruled Cebu. For me, she is indeed the best. Look at how Cebu as a whole fared against many other places during her term? None of this degree of development ever happened since the 1930's. She has done her best and I congratulate her for that. For a woman, she has pushed Cebu to it's cornerstone and into the map of the world's businessmen. She has a lot of flaws, everyone has that and to think that this country has that corrupted image abroad, Cebu really did well as an island compared to the rest of the country. Being a governor of Cebu or a mayor of Cebu City is not simple task. To manage 3.7 million people and an island whose infrastructure simply lags behind it's economic progress is really an horrendous task.
By saying so though, I am not a pro-Gwen supporter. In fact I despise what she does right now but considering it rationally and comparing it to the performance of the past governors, she is so far the best one in office. Cebu was like nothing before she entered the Capitol except for Cebu City who alone was very famous already.
