Guys ang 17k-18k basic rate for CSRs is taas na considering you're living in Cebu. Ang kana na rate basic na for technical support agents. Why else would they put up office here if di cla mkabarato? Consider the cost of living here in Cebu as compared to Manila. Try working in Manila so you can really tell the difference. If you're not satisfied with what you're currently getting, move up the career ladder and stop whining.
