I was aware of this years ago when I spent my summer in Manila,
our playmates would always hit everyone and say, "Pong Pagong!!!"
I was stunned at first then the game somehow rubbed off on me lols.

so it's basically just a road trip game.... it doesn't connect to any superstitious beliefs...
It's the Pinoy version of the game called "punch buggy", a game which has no recorded origin but probably started in the 60s.
In this game, the first one to spot a Bug or a Beetle has to yell "Punch Buggy!" and gets to punch the other player in the arm. If you don't want to be hit back, you say "No punch back" as you hit the other player.
So I guess in our version:
"Punch Buggy!" --> "Pagong pass!"
punch in the arm --> smack the forehead
"No punch back" --> do a hand salute
