Tom: Cebu City not just "showing off" for ASEAN
    The Freeman 09/26/2006

Mayor Tomas Osme yesterday said Cebu City was not grandstanding when it decided to remove stalls off several streets in the city for the ASEAN Summit.

"It has always been my policy that we should not hide poverty, that we should not be ashamed if we're poor. Why are we going to grandstand on the ASEAN Summit?" Osme said in reaction to the remarks of San Juan Mayor Joseph Victor "JV" Ejercito opposing the demolition and relocation of squatters to prepare for the summit in December.

Ejercito even told reporters in a press conference the other day that he will take up the cudgels for the squatters and vendors who will be relocated to conform to the facelift efforts for the summit.

Osme said the city government only removed vendors from certain streets in the city because the City Traffic Operations Management has seen their stalls as nuisance in the streets. Those considered nuisances are those having stalls that have hampered pedestrian traffic in the sidewalks.

Meanwhile, city hall public information officer, Nagiel Bacia, Osme's representative to the Cebu Organizing Committee of the summit, clarified that the families they relocated are even thankful because they now have permanent residences.

Bacia called Ejercito's remarks as a "sweeping generalization", saying the mayor might just have been misinformed.

Bacia said the families removed from MacArthur Boulevard have actually been ordered to transfer since the term of former mayor Alvin Garcia; they are now residing in the mountain barangay of Budlaan. Those squatting in Pier 6 have been relocated to sitio La Guerta, barangay Lahug, through efforts of Gawad Kalinga.

In Cebu City, there are at least 138 informal settlers affected by road rehabilitation projects. Some other 170 families at the port have also been ordered to move out.

In Mandaue City, where the Cebu International Convention Center, the main summit venue, is located, at least 208 families will be relocated to the proposed Paradise Island Housing Project.

Mandaue Mayor Thadeo Ouano also said the city's program on squatters is an ongoing program of the city government aimed at providing decent housing to informal settlers.

In Cebu City, roads undergoing renovation and several other aesthetic structures are visible along the streets. But Osme said a bigger bulk of the facelift comes from the national government. - Joeberth
