instead of blaming the system, get your attention to the very issue itself, drug trafficking..

China is just implementing their law, we can't blame them if their verdict is execution..

our own government already did their best, and we can't blame them either since we're bargaining a foreign's state decision, the odds of pardon, still stay in the odds..

the one's to blame are the traffickers themselves, and the ones to pursue are the criminals themselves...
