Anyway, authorities should educate them about the bad effects of this "business" venture. I know it's easy being said than done but this would suffice. And of course, provide alternatives.

they can afford to do this because the government provides clinics that specifically specializes in STDs or STIs. they have the means to test every known STD there is and have the resources to help any infected person get rid of it or at least bring it under control.
