As a buyer.. I would go for a brand new nga open line.. Why should I buy this phone when it is lock?? That's why I suggest to lower the price. If you are the buyer, do you think it is wise to buy this phone, when you know that it is the same price with the brandnew?. Just try to put your feet on the buyer's shoes.. and you will get what I mean.
