RSSI level doesnt have a standard... it depends on the manufacturer... 5 bars on others may show only 3 on another client...
check the wireless standard you are operating...b/g/n mixed network will always result on the lower standard to win... even if you have wireless n rated at 330Mbps... you'll still transmit/receive at lower wireless g speeds if there is a g client.
wireless access points work like a hubs... only one client can send/receive at any one time. the more clients you have the slower the network... the farther the client to the AP the slower the speed...
in your case i would say the problem is most likely in the netbook:
there are so many things to consider...
RAM, Processor, HDD freespace, software installed, drivers, updates... etc... it would be better if you can have another laptop to compare the speed with rather than comparing it to the phone...
