You completely missed the point...by a mile.
There's something amiss if the general populace resorts to vigilance, rather than placing their trust in the hands of the police. There's something wrong when people begin to worry about their safety just by being out on the street in broad daylight.
In other words, people are scared of being mugged or shot because they know the police aren't there to protect them. Even sadder is the apparent reticence, or the outright laziness, of law enforcement officials to apprehend petty criminals. Haven't you been reading the first few posts of this thread? People have been reporting crimes--it's just that hardly any action has been taken. The last time I reported an incident, it was in my hands to file a case against the asshole who mugged my niece. What if I didn't have the resources to do just that? Balik ra ta sa uno ani? That's completely unacceptable.
No matter what anyone says, it is the primary responsibility of law enforcement officials to protect the welfare of the citizenry. Ordinary citizens like you and I can only do so much to protect ourselves and help them.
