fear give the criminals motivation and confidence.... why would you fear them? you can probably fear them if they already have their knives and guns stuck on your neck...

but my point is... there are lots of option to fight back.... to call for assistance is one example... don't be afraid to call for assistance when you see a person with a gun.... another example is being a witness...

There's something amiss if the general populace resorts to vigilance, rather than placing their trust in the hands of the police. There's something wrong when people begin to worry about their safety just by being out on the street in broad daylight.

In other words, people are scared of being mugged or shot because they know the police aren't there to protect them. Even sadder is the apparent reticence, or the outright laziness, of law enforcement officials to apprehend petty criminals. Haven't you been reading the first few posts of this thread? People have been reporting crimes--it's just that hardly any action has been taken. The last time I reported an incident, it was in my hands to file a case against the asshole who mugged my niece. What if I didn't have the resources to do just that? Balik ra ta sa uno ani? That's completely unacceptable.

No matter what anyone says, it is the primary responsibility of law enforcement officials to protect the welfare of the citizenry. Ordinary citizens like you and I can only do so much to protect ourselves and help them.

If Tomas was able to reduce crime, there's no reason Rama can't. If Davao and Mandaluyong can do it, there's no reason why Cebu can't do the same.

that's because tomas instill fear into those criminals by letting loose his vigilantes... while rama is just trying to be diplomatic... but forgetting that these criminals don't even know the meaning of the word....

OT: the 2 holdapers were riding a white honda wave with no plate number on it... it happened 12 midnight going home from work with my 2 buddies with me... no LTO office teh next day, i had to work in the morning and wasn't able to report it then to LTO... follow up sa police station but no LUCK... i rest my case with this incident.... as for the thread title... authorities have to work on this matter... dili kay ihatag sa mga citizens ilang responsibilidad...

Wala jud ka mahimo sa case nimo because you have nothing to counter on . To start , wala kay identity nila and ikaduha , di man ka pwede mo sulti sa LTO na white Honda XRM ang gamit nila , they need plates .

ON the police blotter side , hanap jud kaayo na masulbad and recover .
