I guess the best way, let the mayor ask all the people who own a car to take jeepney for now (4 days lang). On the other hand, pwedi gihapon magpa free ride sa bus ang gobyerno sa mga commuteers. That way walay traffic. I go with the free ride with the bus kay maka libre ko sa pamlete. Hek hek.

Tomas of course!!! I like what he said against his opponent: "Mag-agad lang unya ngadto sa mga botante ang desisyon kon si kinsa ang ilang botohan pagka mayor sa siyudad sa Sugbo, matod ni Osmeña. (FQB)". In the north part sa cebu, they dont want opponent kay sila sila ra ang mayor ug vice mayor ug mga councilours. They hate opponents and they kill who ever wants to run against them. Atleast si Mayor Tomas, fair game. Dili arrogante ug dili power hunger and he let other people run for the office.

The battle waged by Cebu City Mayor Tomas Osmeña seeking to nullify the state of cityhood of Talisay is not yet over as he is taking the case all the way to the Supreme Court.

In a six-page ruling last November 30, the Court of Appeals denied the motion for reconsideration filed by the Cebu City government on the decision dismissing Osmeña's petition to nullify Talisay cityhood, citing that the issue raised by Cebu city is the same issue passed upon and addressed at length in May 10 of this year, with decision sought to be reconsidered.

"The CA said that there's no new argument, we will not argue on that. The laws allow us to go to the Supreme Court, so we will bring the matter now to the Supreme Court," Osmeña yesterday said.

The mayor questioned Republic Act 8979, which created Talisay City on November 22, 2000. Cebu city argued that its neighbor did not meet the population requirement of 150,000.

Osmeña said the CA is setting a "precedent" on its failure to comply, respect and observe the statutory requirements for eligibility of conversion into a city.

Cebu City claimed that Cebu 1st district Rep. Eduardo Gullas, the author of the bill converting Talisay into a city, only yielded an estimate of 150,238 residents as of February 1, 2000 based on data provided by the National Statistics Office.

In the May 2000 regular census of population and housing conducted by the NSO, the office certified that the actual population of Talisay is only 148,110 and not 150,989 as claimed by Gullas, and not even 150,238 as estimated by NSO administrator Tomas Africa, this according to the petition filed by Cebu city.

"We want to go to the Supreme Court to get clarification on the issue of certification," Osmeña said as the CA ruled that when Talisay applied for cityhood, it had already complied with the requirements for income and population as certified by the Department of Finance and the National Statistics Office
