I think most OP fans already know that. It's not that hard to believe. A number of male characters in shounen series are voiced by female seiyuus, not just in One Piece.

A few notable examples:
Naruto (Naruto) - Takeuchi Junko
Ryoma Echizen (Prince of Tennis) - Minagawa Junko
Edward Elric (Fullmetal Alchemist) - Romi Park
Allen Walker (D. Gray-Man) - Kobayashi Sanae
Himura Kenshin (Samurai X) - Suzukaze Mayu

If you listen to the voice long enough, you can tell that it really isn't a man's voice since it's not too deep.

But Zoro did seem more mature in this chapter, especially when he was negotiating.

So Luffy's bounty is up from 300M to 400M. Zoro's and Franky's bounty can't be seen, so it's possible that Franky's has also increased. The rest of the crew has the same prize on their heads.
EDIT: Nami's look like 18M, so maybe hers also increased by 2M. Though I can't think of an instance pre time-skip that would warrant an increase.

I wonder why Zoro's bounty increased, maybe something happened during his training with Mihawk?

EDIT part 2: I had a late reaction to my own post: Luffy is now worth 400M? Mind = blown.
