for me it depends on the quality of the look. if the girl stared at you with matching flip sa hair or pout or worse gi kamay gyud ka, kana flirting na gyud. pero kung plain tutok lang it could mean a lot of things. ako i stare at a stranger if i find him/her familiar and attractive. i think flirting starts on your action after staring hehehe

I have observed that there are different stares.

Normal Stare- observing
Blank Stare - thinking/ wandering thoughts
Flirty Stare - seducing
Gossipy Stare- the name explains it all
Malicious Stare - bad intentions or is being suspicious
Serious Stare - to intimidate or make a point
Angry Stare - furious
