    Default Red Tape in the Cebu City Government

    Starting a business isn’t easy at all especially when it comes to setting up in a country where there is an abundance of red tape and bureaucracy in the government. Some of you might have noticed the lack of updates, again, since early October. I excused myself from blogging as my fellow business partners and I were preoccupied setting up our web business. We spent most of the time accomplishing the dozens of requirements for the Cebu City Mayors Permit.

    Out of all the permits or licenses in order to have a legal business, the Cebu City Mayors Permit seemed to have taken us the longest to acquire as they required the sole proprietor, me, to get myself registered with Pag-Ibig (Housing), SSS (Social Security System), Phil-Health (National Healthcare Insurance), acquire a Health Card, a Sanitary Permit, a Fire Inspection Certificate and a few items which I simply can’t remember anymore.

    I got irritated when we found out that a certain Fire Inspector for the North District of Cebu City wasn’t at his desk between 8AM to 9AM, the only hours a member of the Joint Inspection Team is available. We had to beg the South District Fire Inspector to call up his partner and ask for his approval to sign a document instead of him.

    Another instance took place when I had to obtain myself a signature of a City Health Inspector’s signature. We voiced our disapproval at the Cebu City Hall as the supposed person wasn’t at his post between 3PM to 4PM at the Joint Inspectors Team desk. To add on, we had to travel to the Cebu City Health Department and get in touch with a top-ranking government health official about our case. To our astonishment, we found the said inspector playing volleyball at 4PM in the afternoon.

    It's a hassle especially when I have other errands to do. I paid so many fees and taxes just in order to have a business permit which intended for a home business. I demand a faster and smoother service.

    if you want to be a successful business man learn how to play politics (you know what i mean). No matter what you do it won't make change, that's part of our system.

    Learn how to deal with those people and maybe when time comes sila pa ang mka tabang nimu. Politics and Business are the same, learn how to use them as the use you.

    I agree with you. However, how can one deal with these individuals when some don't even have time to accommodate you (North Fire Inspector and Health Inspector). They need to discipline themselves before I play politics with them

    "If you can't beat them, join them."

    Can you discipline them?

    They have time for you, if you know how to handle their time. (you know what to do)

    I tried "handling their time", but they don't seem to know how to handle their own time themselves. Some weren't even in their posts in specific times of the days (8AM to 9AM ; 3PM to 5PM - Joint Inspection Team).

    id say tol go with the flow. Red tape is nothing new, it once was, is now, and always will be
