^^IMHO low power cpu as what uve considered.. yes i think its perfect for ur torrent rig. just make sure ur GPU supports HD

If you want a download machine that can play 1080p videos while using a minimal amount of power I suggest this:

Though you need to add Php 8,000 to your budget to have it shipped here with wifi and a 250GB HDD (just get an external HDD for additional storage).

Uses an Atom 525 for the processor and uses an ION2 GPU (Plus the MoBo looks cool, figuratively and literally, with it's large heatsink. Aside from the MoBo, what I like most of this rig is the use of a picoPSU since it's a highly efficient PSU, which means you don't waste electricity thus saving you more power.
Though if you're willing to wait, like me, once Intel release their Oak Trail platform (which Intel claims uses 50% less power than their current Atoms) which will be released early next year then ASUS can give us another lovely MoBo using the said platform and MitxPC can provide another nice HTPC/Download rig.
AMD is a bit ahead in power consumption.
the Phenom II X6 1090 has lower power consumption compared to a quad core i7 920.

That's likely because of more physical cores. but even then, the figures are not grossly obscene to justify saying that AMD makes power suckers (save maybe the x6 overclocked to 4gb but tbh even the 920's consume a lot of power at that frequency)... It's completely fair to say AMD cannot match Intel's performance in the high end market. On the other hand, AMDs lower end cpus are very efficient and pack a lot of power for their cost thus providing great value for money.
