Because it is mandated by the CONSTITUTION that the President can appoint justices of the SC. There is no such thing as total separation. They will OVERLAP sometimes... (read CHECKS AND BALANCES)

Stop corruption? That's all? How about strengthening the economy? It takes more than stopping corruption to make a better Philippines. that's why GMA appointed Corona as head in judiciary for the purpose of the future happening she knows all opposition during her time will go after her and she knows she already did more extra curricular activities during her presidency....many issues.
