I go for Cebu. Manila is too polluted both with people and other pollutants.

Kung imung sumpayan ang term nga "nindut", like

nindut suroyan - Manila, kai daghan kau establishments and ma travel ra by land ang uban places, like baguio, tagaytay, laguna, and etc..

nindut puy.an - Cebu, kai peaceful, and less crowded than Manila (bsan nagka anam na ka crowded dri) everything is within reach, and Cebu also has a bit of everything in Manila (however, not really everything though)..
