It's just like this scenario:
When we see an item that's worth P99,we buy it compared to the one sold at P100 because of a simple reason: it's cheaper than the other.
So %99.99 is more believable than %100 because of the fact that nothing is perfect and is %0.01 closer to being perfect.
We are easily attracted with the fact that we get more out of something less.
