It's highly unlikely you'll find anything cheaper than $35/yr for a .PH domain. The official domain registry for the .PH domain, dotPH, is charging $70/2yrs, so other registrars will have to charge $35 or more just to make a profit.

The registrar's location has no effect on the speed, whatsoever. All the registrars do is handle the domain registration, ie. the domain details such as WHOIS info, etc. What affects speed are the DNS resolvers you use, which are usually your ISP's or a 3rd-party DNS like OpenDNS or Google DNS.

To give you an idea of what I mean, here's basically what happens when you try to browse to a website:

Your browser first contacts your OS' resolvers --> Your OS contacts the DNS resolvers (either your ISP's, OpenDNS, Google DNS, or etc.) --> The DNS servers perform full DNS resolution until it finds the NS servers for the domain you're trying to access (ie. it looks for the server your domain is hosted on).

That's a broad generalization of the process, but you get the idea. Long story short, whether your TLD is .PH or .COM has no bearing on your site's speed.
