it's very hard to regulate private armies.. most of the time they don't serve the real purpose. They exist for power, dominance, fear and intimidation

I think dili na man jud ni mawala sa ato. Samot na sa mga areas nga swarmed with NPA, ABU SAYAFF, MILF, ug unsa pa nga terorista. Thos LGU's will hire bodyguards, or will have CAFGU's to protect the people. And sometimes, naa lang sad mga tao nga mudako ang ulo and gamiton sa bati ni.

Let's just pray nga una mawala na ning mga rebelde, ikaduha, dili magamit sa bati ning mga bodyguards etc...
