Silliman has similar tuition fee rates with USC.. so if you can afford to study in USC then Silliman would be not that different, although if you're not from Dumaguete you would have to shoulder additional expenses like for accommodation in dormitories or private apartments
but i believe in your second statement.. you can study in Harvard or Cambridge but if you don't have the brains, the courage, and the attitude, then you will fail miserably
