Dinky was one of her "dogs" during her administration until she had a "call-of-conscience" became one of those Hyatt 10 na nitiwalag sa iyang administration. What she's doing now, if it wasn't so blatant pa for everyone of you to see. She's getting even! she started this program, and she is barking at her mess. laughable!

she should be barking pretty well about CCT. during her time, she was one of its advocator, di ba, if not the major author. hahahahhaha.

one thing that I am against about this CCT is that we could not properly monitor if the money have really reached to the poorest of the poor because as per observation, some of the recipients were those who were favored and related to DSWD officials. Indeed there pose a problem with regards to its liquidation. basin wala ta kahibaw, gi magic na ning mga kwartaha.

whats laughable is our abnoy president had double the CCT budget and called it highly successively which GMA started and intended to help the country meet the UN millennium development goals by 2015.

i have no problem with CCT so long as DSWD could properly account if the money was really given to the poorest of the poor as it is truly intended for. but how could that be done? this had not been properly addressed man gud.

New legislators asked to swiftly pass FOI bill

MANILA, Philippines—A coalition of more than 160 civil society groups and personalities have asked incoming legislators to adopt and approve “with dispatch” the Freedom of Information (FOI) bill that the House of Representatives failed to ratify on the last day of session of the previous congress.

The Right To Know Right Now! Coalition also wants President Benigno Aquino III to include the bill among his priority measures in his State of the Nation Address on July 26.

In a statement, it said the House of Representatives and the Senate could easily file the bicameral report that already went through the legislative wringer and do away with lengthy discussion and floor deliberations.

“The new senators and congressmen may do well not to repeat the processes so they can save valuable time and even more valuable taxpayers’ money,” it said.

And while Congress has yet to act on the FOI bill, the coalition asked the President and his deputies to “promulgate and observe active disclosure policies in their decisions and transactions, notably appointments, contracts, executive agreements, borrowing, and spending.”

The alleged absence of a quorum among congressmen during the last session day of the 14th Congress on June 4 was cited as reason why the House failed to ratify the bill. This despite the fact that the House and the Senate have already reconciled their approved versions during a bicameral conference.

This would have meant that once both chambers ratified the bicameral report, then President Gloria Macapagal-Arroyo could have already signed the FOI bill into law.

The coalition said the FOI version of the previous congress was “as progressive and as reasonable as a Freedom of Information Act could get.”

“It provides a standard and definite procedure for dealing with requests for information. It clearly defines a narrow list of exceptions, carefully balancing the public interest in broad disclosure with the public interest in keeping certain information secret. It secures for citizens concurrent remedies in cases of denial of access to information,” it said.

Among the coalition’s signatories are Bishop Broderick Pabillo, Auxillary Bishop of Manila; former senator and human rights lawyer Wigberto Tañada; former congressman Benny M. Abante Jr.; former party-list Rep. Emmanuel Joel Villanueva of the Citizens’ Battle Against Corruption; Dr. Florangel Rosario–Braid; Malou Mangahas of the Philippine Center for Investigative Journalism; Prof. Luis Teodoro of the Center for Media Freedom and Responsibility; Teresita Ang See of the Citizens Action Against Crime and Prof. Leonor M. Briones of Social Watch Philippines.
