For neglect of duty, you would have to establish the duties of both Puno and Versoza and connect asa gyud sila naay neglect. Just because your name is on the org chart doesn't immediately mean ikaw gyud ang naay sala... pero why are we singling out Puno in this case? Si Versoza apil man sad unta.

pareha ra na mu ingon ko... si Gibo maoy head sa NDCC ngano wala man siya gi apil ug Neglect of duty sa ineptness sa government pag respond sa Ondoy....

You can assume command responsibility... you can even be held liable by virtue of the org chart pero that doesn't mean the whole thing was your fault... simple as that. We're talking about direct responsibility as to being the cause for the incident.
