network lag caused by video streaming? or patch updates from games?
it's not a problem with the router hardware or your ISP connection.
if your online games are not lagging under normal conditions, then both ISP and router are ok.
if 1 pc patches or streams or downloads and you get network lag/other online games' latency increase, it's still not a hardware problem nor an ISP problem. its a router configuration problem. some routers allow you to limit bandwidth per PC/connection to it.
in your case, since you have a 1.5mbps connection, you could evenly divide it among your network components (27), or just assign 50kbps per pc and then leave the rest for overhead. or, as is your default config, it's basically, divide your total bandwidthe to the amount of those actually connecting outside. it can be done, though as for how to exactly configure it, you'd have to contact router manufacturer.

your problem is a common problem among 'net shops/cafes. unless you want to spend time/effort in configuring your router, then easiest solution will be to just monitor, physically those who are streaming/downloading. and when a pc patches, tell your customers about it.
