    Not necessarily, kai naa may conflict sa statements. Further, it indeed the president ordered the SAF to make the assault why didn't he mention this during the presscon after the hostage crisis? There's no reason in my mind, that if Matigbay was ordered to use SAF, that he would not do so. Being ordered to the scene, is not the same as being given orders to intervene. They could have been there on standby duty only in case the PNP failed. I refuse to believe this report, and neither will the Chinese government because its main purpose it seems is to absolve the president of all responsibility for the fiasco contrary to his statements that he admits ultimate responsibility for it.

    ^ haha agree ko ani. if it's not on paper, it didn't happen. if there's a signed and dated order from noynoy ordering gen. matigbay or any other evidence other than the heresy of his people, then I'll believe it. It's just too bad that noynoy was nowhere to be seen or heard during the crisis. if he held apresscon during the crisis stating that he has ordered the best commando unit, the SAF, to handle the situation, then he wouldn't need to lie in this report. Because that's exactly how the chinese will see this report, it is another lie to cover up the mess and insulate the president from criticism. It is like they are saying in the report, that the president made the right command, but it was his people who misunderstood it. In the first place, if people misunderstand their leaders, is it not the fault of the leader for failing to make himself clear? I thought one of the principles of leadership is the ability to communicate clearly and effectively or am I missing something?

    correct! Penoy did said the police lacks equipment and training, im pretty sure hes not dumb to mistake the SWAT as SAF . Plus he asks for the formation of a new elite unit. Does penoy knows the capabilities of SAF? and if Penoy did ordered the use of SAF, why it took so long to publicized it gihimo ra ning escape goat si Magtibay, maybe for the good of the country. if mo conclude that we dont have a good police units, it will be bad for the tourism industry
