Another consumer complained about MCWD today.

His name is Vic Mosquito (unbelievable surname, i know but it is his real surname)
A tenant of 46 Labangon Punta Princesa. his complain is about his unit,
usually he is paying P500 per month more or less.
Last month of July-- his bill was still 525.69
But he is complaining now because his August bill almost doubled.
    His bill now is P974.67.
But his complain is how did the consumption increased when
he is now alone in his home because his workers left.
He used to live with his workers,
now that the project is finished a month ago and no more construction is done in his house
he expected a decrease in water bills.

He thinks there is something wrong with his meter, because he is so sure that there's no leak in his line.
So i took his tel number just incase we need to go to media.

    Another customer complained.

    Mrs Alicia Encabo.
of Pacana St, Tisa Cebu City.

    She was billed P4,276.00
when in fact there is no one living right now in her condo.
And there is no leaks or waste in the waterline.

It turned out that she was billed by "mistake" which is exactly the same thing that happened to me last June. The figure under "consumption" column in your bill is supposed to be the actual reading minus the previous reading. But P4,276.00 was computed from the previous month's bill when there were ongoing renovation and construction done on the unit. But the actual reading and previous reading was probably not available during the computation of the bill.

Later, after they complained about this,
there was actually a previous meter reading which is 580 cu mt.
And the actual meter reading as of August 27 is 614 cu mt.
So if you compute for the actual consumption,
Actual consumption equals actual reading minus previous reading.
    Consumption should have been= 614 - 580
which is only 34 cu mt. which is equivalent to less than to P1028 pesos.

Pero originally gi-bill siyag P4,276.00 for the month of August
based on the previous month's consumption.
Which is not allowed in our law.

    which is not justifiable.

the same thing happened to me last June.
Gi bill ko sa June og P15,000 nga normal nako nga bayranan is only P6,000- 8,000.
It turned out nga giapil diay og kwenta ang akong May consumption patong sa June consumption.

Pagreklamo nako sa usa ka C.C. Sayson (billing section)
    iyang gisulti nga
gituyo kuno niya ni pag overcharge nako
para kuno moadto ko sa ilang office
kay duna siyay gusto i-explain nako in-person.

    Mao ni iyang gisulti.
    What a lame excuse.

pwede ba diay mo moovercharge kung kanus-a ninyo gusto?
"Kay dili man gyud ka moari diri kung dili ni nako buhaton sir"
    wtf!
What if wala ko sa Cebu?

    THIS IS PROBABLY A SCAM

So i smell a scam going on in MCWD billing section.
It looks like they (the billing section people and their head),
knows exactly what they are doing.

So I think they found a way to go around billing people excessively
hoping that they just pay and not complain.

Probably they needed extra funds to justify a fat Christmas bonus or something.

This should be looked into by the government.

I'll be back tomorrow to find out more on other peoples complains.

    This will be my crusade.

I will not rest until I expose their wrong doings.
