well, IPS can also prevent port scanning but it needs some investment.
better safe than sorry, do not assume nga close ang port just because wala nimo gi-open explicitly. some programs open ports and firewalls generally warn you that a particular program tries to connect to the internet or accept incoming connections but rarely indicate the port number that it will be waiting for connections.

^ Haven't heard of laws against port scanning since it never really does any damage to any network. Only the things that one does after they scanned an open port, that's where the damage would exist.
