mike_electron,
i think that no plc ladder simulator is best, it is up to you what PLC brand you are trying to use or intending to buy. You have so many brands of plc in the market (Siemens, Allen-Bradley, Omron, Telemecanique/Schneider, Idec, Yokogawa, Mitsubishi etc) and each one of them has their own offline/online plc simulators, some are free some are priced.
besides, plc programming using ladder diagram(LD) is only one of the other plc programming language for plcs, you also have sequential function charts (SFC), instruction list (IL), structured text (ST), function block diagram (FBD) among others...
In the Instrumentation Training, will it tackle about some basic of PLC? Or it specifically more on instrumentation only. Do they have separate training course for PLC and/or SCADA? PLano mn jud nko mgbakasyon, then planning to take trainings pod either Automation or Instrumentation.
In perpective, what is your current line of work, ie background, educational/attainment and career plan. is this a career change? PLC/SCADA is a different course than the Instrumentation Training offered by us at Metrologyx at the moment. The instrumentation training is for field instruments (or sensors) . These are devices which sends signals to the PLC/SCADA or the control systems as a whole. Garbage in garbage out (GIGO) as they say. if you do not understand the sensor as a whole ( technology/wiring/installation/signal transmission/ etc.) then you can be sure that no amount of programming in the plc or control system can solve the problem, nor any brand or sophistication of the PLC would matter.
There is a course on PLC in line which will be available hopefully December, when all the hadware and programming PLCs for hands-on are in place.
