Filinvest starts P25-B South Road Properties project in Cebu - 1
Filinvest Land Inc. (FLI) and the Cebu City government last week formally launched a P25-billion joint-venture project at the South Road Properties (SRP) which is touted to redefine urban seaside living in that part of the country. The project, named Citta di Mare, is scheduled to break ground in November and will include the construction of about 12,000 condominium units, 70 medium-rise residential and mixed-use buildings in a period of 10 years over 50 hectares of reclaimed property overlooking the Mactan Channel. Filinvest’s controlling stakeholders, the Gotianun family—which traces its roots in Cebu—said the company’s newest flagship project is some sort of a “homecoming.” The family patriarch, Andrew Sr. and his wife Mercedes migrated to try their luck in Manila in 1955. “It cannot be denied that Cebu is the most attractive investment destination in the country with its business-friendly climate, first-class infrastructure and its most important resource, which is its people, who are the most innovative and competitive in the Philippines,” Gotianun said during the Citta di Mare launch at another FLI-owned property Crimson Resort and Spa, also in Cebu. Cebu City Mayor Michael Rama said the project launch last Friday caps more than a decade of defending the SRP project from critics. “The project went through labor pains and we had to be on top of everything to defend the project, and we had to be clear in our position to defend the joint-venture agreement,” Rama said. Completed in 2001, the SRP was built through a ¥12-billion loan to the Cebu City government from the Japan Bank of International Cooperation. It was the first loan given by the government of Japan to a local government unit (LGU) and one of the biggest infrastructure projects ever embarked by an LGU. The loan is payable until 2020. Under the joint-venture agreement, the city retains ownership over most of the property while Filinvest will pour investments for development. The city gets at least a 10-percent share in all revenues generated by the development.
Cebu City Rep. Tomas Osmeña, under whose term as mayor the SRP was conceived, said the city will dedicate all efforts to ensure Filinvest will "make a lot of money" from the project. "We will prove to Filinvest that their investment was not a mistake and we will make it one of the most successful investments in the country," Osmeña said. He said the city will ensure the development will go undisturbed by anything and that the company retains full creative control over the development. Osmeña said the city will also help in promoting the project to investors. Citta di Mare will feature a kilometer-long coastline, large swaths of open spaces and a no-car zone in and around the residential areas.
