    Sitoy: Separate CR for third ***

    CEBU, Philippines – Should homosexuals have their own separate comfort rooms?
    For Provincial Board Member Arleigh Sitoy the answer is yes. He believes that it is high time to end the confusion of what public restroom should a member of the third *** enter given the present set up wherein there are only male and female comfort rooms available.
    Sitoy has proposed an ordinance requiring owners and operators of business establishments in the Province of Cebu to designate a separate restroom exclusively for lesbians, gays, bisexuals and transgenders or LGBT.
    Sitoy said that as human beings LGBTs should be accorded the same rights, dignity and respect due them for them to feel safe, comfortable and convenient in using public restrooms.
    The members of the third *** however have different opinions on the proposed ordinance. There are those who welcomed it but are opposed.
    Nikka, a gay, told The FREEMAN that he feels insulted when people are laughing at his back every time he goes to a male restroom.
    "Okay ra nga naa jud untay para amo kay kung muadto mi sa male restroom, lainan sila kay sa babaye kuno mi. Unya kung muadto mi sa female comfort room ang tan-aw nila namo laki jud biologically," he said.
    But for Ana Lee, who admitted being a lesbian, it is not anymore necessary to have a restroom for the third *** because ever since LGBTs are free to choose between male and female restrooms.


    "Dili ko okay because mao man jud nay naandan nato nga CR from the start, male and female ra jud. You know maski papart ko wala ko mangita ug laing CR. Okay nako sa female nga CR kay if paundayunan nang third *** nga CR for sure mismo taga simbahan labi na mga pari masuko jud," Lee said.
    Sitoy wants the provincial government to denounce any form of discrimination committed against anybody based on their sexual orientations and gender identities.
    In his proposed ordinance, Sitoy states that the "society has slowly come to realize that the traditional but shackled conception of strictly two gender-societies often re-sults in patterns of abusive behavior and discriminatory treatment against its members whose genders appear to resist normative standards."
    To cure this defect, Sitoy believes that business establishments should be required to put up a separate facility for the LGBTs. Once the ordinance is approved, business establishments should comply it or face revocation of their business permits.

    CCMC, 18 schools to get laboratory, science equipment from Japanese firm

    CEBU, Philippines – The Cebu City Medical Center and 18 high schools in Cebu City will be receiving P100,000 worth of laboratory and science equipment each from Toyoflex Foundation.
    The donation is part of the company's corporate social responsibility to its host community. Toyoflex is owned by Japanese national Takashi Tanaka.
    Aside from laboratory equipment, Toyoflex will also provide a high precision microscope to CCMC. The laboratory equipment will both benefit the hospital and nurs-ing [COLOR=blue ! important][COLOR=blue ! important]students[/COLOR][/COLOR] of CCMC.
    The other schools, meanwhile, will get science equipment such as basic laboratory apparatuses and skeleton models, among others. They will also benefit from the company's [COLOR=blue ! important][COLOR=blue ! important]language[/COLOR][/COLOR] education service should they get the chance to work as nurses in Japan.
    Toyoflex already made donations to eight high schools in the province and decided to expand its reach to the city after talks with Mayor Michael Rama.
    The company is currently financing the schooling of some 60 students enrolled in one of the [COLOR=blue ! important][COLOR=blue ! important]colleges[/COLOR][/COLOR] in the city. Tanaka said they might expand to other colleges.
    "I hope that (the) Cebu City government and the Cebu City Medical Center will take advantage of the foundations and develop nurses as many as possible to commu-nicate with Japanese," Tanaka said.
    Toyoflex Cebu Corporation is a world-leading manufacturer of miniature wire ropes. Its production arm was established at the Mactan Export Processing Zone in Lapu-Lapu City in 1996.

    City markets hurt by lack of access for jeepneys


    CEBU, Philippines – The lack of accessibility for public jeepneys plying the route is affecting the viability of some of the public markets operated by the Cebu City government.
    Rene Senapo, assistant city administrator for economic and enterprise management, said many of the stall holders in some public markets have given up their rights saying that business is not good in their location because of the lack of accessibility for public transportation.
    Senapo cited the Ramos Public Market as an example where many stall holders have already given up their stalls despite the improvement of the building.
    Ramos market has the newest buildings and facilities among the 10 markets constructed by the city but apparently the infrastructure did not help increase the traffic in the area.
    "We have to address this issue. How can we make these markets more responsive to the needs of the people. We are looking at improving the traffic patterns," Senapo said.
    There is no Public Utility Jeepney that will take one direct to the market. Senapo said that to get to the area, one may ride a PUJ that will take her to the nearest jeepney stop and from there she has to walk to the area.
    "Kung manaog ka sa jeepney, mulabang pa ka'g dalan and these jeepneys also pass at carbon market, so where's the incentive there?" Senapo said.
    He said that unlike the old Ramos Market where an office that releases police clearance was established, the new market no longer has appeal to consumers.


    "We should treat the design and location sa market that fits to the needs of consumers. Not only in Ramos but we are also having problems with Taboan Market where there are actually people living in their stalls," Senapo said.
    Dwelling in stalls prevents the maintenance of cleanliness and orderliness in the area. Because these vendors who dwell in their stores bring their children with them, which compounds the problem because these minors are often the cause of petty crimes in the market area.
    "Daghan kaayo mga minors na snatchers but because of special laws, we cannot touch them. That is why we are asking the police to activate their women's and chil-dren's desk closed to the markets," Senapo said.
    Senapo said they are currently looking for ways and alternatives to increase the viability of the markets in the city.
    Mayor Michael Rama has ordered the market authority to extend its jurisdiction over other operating informal markets in the barangays since they are currently limited to the 10 markets constructed by the city.
    Senapo said that the market authority must extend its jurisdiction over these informal markets not to the extent of taking over its operation but only by setting stan-dards.
    "I think it is more of a policy issue. Markets are operated by the barangays which we should give to the barangays. Maybe what the city can do to just set the standards," he said.

    Cebu City prepares for national clean-up month


    CEBU, Philippines – A series of river and coastal clean up activities will highlight the Cebu City Government's observance of the "National Clean-up Month" on September.
    Councilor Nida Cabrera, chairman of the committee on environment in the city council, said that the activities will promote awareness to the public on the importance of living a clean and healthy environment.
    The clean up activities on the river banks which will be dubbed as "Cebu Great River Clean-up" will be participated in by the Cebu City Rivers Management Council (CRMC), Solid Waste Management Board (SWMB)and Cebu City Coastal Management Board (CCCMB)in partnership with the Department of Environment and Natural Re-sources-Region 7, non-governmental organizations and people's organizations.
    "The active participation and cooperation from all sectors is necessary in achieving a successful activity," Cabrera said.
    The observance of the clean up month is in accordance with the Presidential Proclamation No. 244, which declared the month of September as the "National Clean-Up Month

    8 towns to get new police chiefs

    CEBU, Philippines – The Cebu Provincial Police Office has submitted to the personnel division of the Police Regional Office-7 the list of names of police officials who will sit as chiefs of police of eight towns in the province.
    This after the National Police Commission (Napolcom) called the attention of acting Cebu Provincial Police Office Director, Sr. Supt. Erson Digal, to immediately submit the names of the nominees.
    The demand came as the one-month stint of officers-in-charge in eight respective police stations appointed by Digal has already ended last Friday.
    On August 3, the Napolcom, through lawyers Maximo Lasaca and Zandro Ronnie Oriol directed Digal to explain why the designation of eight chiefs of police in dif-ferent police stations of Cebu was carried out without Napolcom's confirmation.
    In his explanation letter, dated August 10, Digal assured Napolcom that its provisions will always be strictly adhered and observed.
    "(I) most respectfully request the kind indulgence of this honorable office to consider the inadvertent failure of CPPO to immediately inform you of the relief," Digal stated.
    Digal explained that the chiefs of police reported to be relieved from their respective police stations have served more than two years already.
    The Napolcom lawyers cited that under memorandum circular 2008-004, Section 6, the maximum tour of duty of chiefs of police in a municipal station shall be for a maximum of three years. They emphasized though that the "intent of the law is to vest upon the local chief executives to choose his or her chief of police from the list of the five nominees already reviewed and confirmed by the Napolcom."


    The Napolcom also highlighted memorandum circular 94-009 (Additional Guidelines regarding Designation of PNP Provincial Directors and Chiefs of Police) as re-gards to Digal's designation of the chiefs of police as "only officers-in-charge."
    "The practice of allowing an officer-in-charge to discharge the functions of provincial director/chief of police in such capacity indefinitely or of placing an OIC with another OIC, may be construed as a circumvention of the law which vests upon the governors/mayors the prerogative to choose their respective provincial directors/chiefs of [COLOR=blue ! important][COLOR=blue ! important]police[/COLOR][/COLOR], hence, the same is hereby prohibited," Napolcom said.
    "As such, designating regular replacement of provincial director/chief of police should be effected immediately and, in no case, shall it be done beyond 30 days from date the incumbent was removed, transferred or re-assigned."
    The lawyers then demanded from Digal to submit immediately the list of the eight nominees as chief of police for the municipalities of Barili, Boljoon, Asturias and Moalboal among others as regular replacement to designated OICs for Napolcom's review and confirmation and for immediate transmittal to and selection by to the concerned local chief executive as provided for by law.
    Digal said he has already complied with the order of Napolcom by submitting already the list of the names before the August 27 deadline to the personnel division of the PRO-7, which will be the one to forward it to the Napolcom.
