the fact penoy did nothing is a mistake he even stop robredo from interfering stating it will complicate things. plus they did not entertain Tsang phonecall (prank ra daw to ? )

the president, DILG chief or even any of his adviser can head this international crisis not just a PNP ground commander, who only knew his SWAT. it is already aired that 2 paramilitary units (equip and trained) was also on the ground the SAF and LRC but never used. penoy cant say our police are ill equip and untrained. and even blamed the previous administration lol.
