MANILA, Philippines - Senator Franklin Drilon on Saturday filed a bill seeking to move the opening of classes from June to September "for practical reasons."
Drilon said that the June opening of classes results to inconvenience to students, parents and even school officials.
"It has become impractical and unwise to commence the school year during the typhoon season as students, parents and school authorities have to deal with floods, landslides, diseases, lack of transportation and damaged school buildings," Drilon said in filing Senate Bill No. 2407.
He also cited that during the rainy season, heavy traffic, particularly in cities, are inevitable due to massive flooding and bad road conditions.
He also said that during the typhoon season, schools in flood-prone areas are usually converted into evacuation centers.
"These facilities can be better put to use if they are not being utilized as classrooms and are ready and properly equipped for such emergency measures during the height of the rainy season," he added.
Drilon said that the country will also avoid inconvenience and needless damage to life and property if his proposed measure is approved.
"In fact, the country can expect to realize untold savings in life and limb, manhours, health and fuel costs, among others, with such proposal," he said.

WALA NA SIGURO SILAY MAHUNAHUANG MABUHAT SA SENADO. DILI LANG UNTA NILA HILABTAN. MAAYO PA NGA ILANG HATAGAN UG SOLUSYON ANG PAGKA KULANG UG SCHOOL BUILDINGS OR EVACUATION CENTERS. KUHAAN LANG UNTA NA ILANG MGA PORK BARREL PARA LANG ANI. MASULBAD RA. KAY SIGE SILA PAGARPAR PARA LANG NAAY IKAPASA SA SENADO. HAHAYZZZZ MGA S.C.
