Administrative charges against Mendoza were filed on April 25, 2008, after which he was relieved as chief of the Mobile Patrol Unit.
But on October 17, 2008, the Philippine National Police (PNP) Internal Affairs Service (IAS) recommended the dismissal of the case after Kalaw failed to attend the dismissal proceedings.
In August of the same year, the Manila Prosecutors Office Eighth Division also dismissed the case after Kalaw failed to appear during the preliminary proceedings of the case.
i don't know how the ombudsman came up with their decision.

last resort man daw sa hostage situation ang use of force. buhaton ra nila if nagshow na nga manakit jud ang hostage taker.. ambot kung sakto ba na ilang SOP or dapat ichange tsktsk

What must Hong Kong think of the Phils?... First a Filipino lawmaker gets nabbed in Hong Kong with cocaine then a Filipino (ex) policeman hi-jacks and murders a group of Hong Kong tourists! It looks from the outside that the criminals are the ones in positions of power. Very shameful.
Also if Mendoza had been fired a year ago how then was he in possession of an automatic weapon, ammo and police uniform?
