Start with HTML. w3schools is a good place to start learning it online. Next comes CSS. Just those two are enough for basic web development, though as other posters here have said, you can then go on to Javascript, PHP and so on. I just find it's best to start with the basics, just like you asked.

If you can't get a handle on HTML and CSS then go even simpler to start. Wordpress will allow you to build a basic site without code. Start with code if you have the ability and time, though.

It's also good to get a code editor. Kompozer is a free one you can download online, but Dreamweaver is better if you can get it. Netbeans if both free and great, but it is a bit hard to learn if you're just starting out. It's probably worth the pain.

You will also need some software for making graphics and/or changing the size of photos. GIMP is free but Photoshop is much better if you can get it.
