The Blues have been at the root of most secular music developed in the United States and Jazz is no exception. Jazz developed in different strains in New Orleans and along the East Coast and quickly spread to other areas like Illinois. Blues, ragtime, etc. were earlier forms that fed Jazz, but Jazz developed along the lines of pushing the envelope of instrumentally applied music theory more. Jazz players freely use the blues form but add complexity not generally used in the Blues idiom. This was fed by the drive to express and even compete in the area of instrumental improvisation. Jazz has branched out in different directions, but at the heart of Jazz are the centrality of improvisation, a lingering relationship to the blues (the major innovators of jazz have always been masters of handling the blues form, as distinct from the idiom), and a generally percussive and syncopated approach to rhythm. You can put the "jazz" label on a lot of things, but I would say that you can't get too far away from these three things and still call it "Jazz" accurately.
